Paul Jenkin is the Founder and CEO of All Ten-Four, a nonprofit organization created to support law enforcement veterans as they transition into civilian life. With a career in policing marked by both intense field experiences and the internal challenges that often arise within the profession, Paul brings a deeply personal understanding of what officers face—both during and after their service.

Raised in a military family with a strong tradition of service, Paul chose a path in law enforcement over the armed forces. He holds a Bachelor of Science in Criminal Justice and served for years in roles that exposed him to the trauma, stress, and organizational pressures that many officers endure. But it was after leaving law enforcement that Paul encountered a deeper struggle—one shared by countless others: the absence of resources, career support, and community for officers transitioning out of the profession.

While military veterans are often met with structured programs and clear avenues for reintegration, law enforcement officers are frequently left to figure it out alone. Paul experienced this loss of identity, purpose, and peer support firsthand—and saw it repeated in the lives of friends and former colleagues across the country.

Determined to change that, he founded All Ten-Four to fill the gap. The organization focuses on education, career transition, mental health, and rebuilding community—offering law enforcement veterans a structured path forward and the support they deserve.

Today, Paul continues to lead All Ten-Four with a mission rooted in lived experience, a deep respect for the law enforcement community, and a commitment to ensuring no officer has to face the next chapter alone.

Brad Bookout

Director of Outreach

Brad Bookout serves as the Director of Outreach for All Ten-Four, where he leads efforts to build meaningful partnerships between the nonprofit and both corporate partners and law enforcement agencies across the country. With over three decades of experience in economic development, public infrastructure, and international investment, Brad brings a unique blend of strategic insight, government relations, and business acumen to the organization’s mission of supporting law enforcement veterans.

In his role, Brad is responsible for developing national and regional corporate sponsorships, advancing All Ten-Four’s Ambassador Program within police departments, and cultivating grassroots support from active law enforcement officers. His deep network of political and corporate relationships enhances All Ten-Four’s reach and impact, ensuring the organization is recognized and supported at every level—from the front line to the boardroom.

Through his firm, Augusta Consulting, LLC, Brad serves as Director of Economic Affairs, advising economic development organizations, private businesses, and local governments on internationalization, foreign direct investment, incentive negotiation, and site selection. His career includes more than 200 development and redevelopment projects across the U.S., generating over $1.5 billion in capital investment and creating more than 2,000 jobs. He has worked extensively with federal, state, and local agencies to deliver large-scale public works and economic initiatives.

Brad’s service background includes three terms on the Delaware County Council, eight years with the Delaware County Sheriff’s Merit Commission, and nearly two decades with the Delaware County Redevelopment Commission. His longstanding public service and hands-on experience with community building reflect the same values at the heart of All Ten-Four’s work: commitment, resilience, and leadership.

Brad and his wife Lisa have been married for 33 years and are the proud parents of three adult sons.

Ethany Michaud, LCSW

AX4 Coach

Ethany Michaud is a Licensed Clinical Social Worker (LCSW) with extensive experience supporting individuals through trauma, addiction, and life transitions. At All Ten-Four, she brings a calm, grounded, and highly skilled presence to help law enforcement veterans navigate the often difficult shift from service to civilian life.

With specialized training in both trauma and substance use, Ethany understands the complex and deeply personal struggles that many former officers face. Her approach is rooted in trust, collaboration, and respect—recognizing that those who spent their careers in law enforcement often carry experiences they’ve never been given space to process. She works to provide that space, offering judgment-free support tailored to each individual’s needs.

Ethany integrates a variety of evidence-based techniques into her practice, including Dialectical Behavior Therapy (DBT), Cognitive Behavioral Therapy (CBT), Acceptance and Commitment Therapy (ACT), and Brainspotting. Brainspotting, in particular, allows clients to access and resolve deeply held trauma that may not surface through traditional talk therapy, making it especially effective for veterans feeling “stuck” or emotionally blocked.

She is also joined in her sessions by her therapy dog, Kix—a calm and intuitive companion who provides quiet comfort and connection to clients during their healing process.

Ethany believes that no one should have to carry the weight of their experiences alone. She is honored to stand alongside those who have served, providing support as they take the next step in their journey.

Madison Gentry, MSW, LCSW

AX4 Coach

Madison Gentry is a Licensed Clinical Social Worker with a strong commitment to supporting active-duty law enforcement officers and veterans—particularly those impacted by complex trauma and post-traumatic stress. At All Ten-Four, she brings a focused, compassionate presence to help individuals heal from the lasting effects of their service and rediscover purpose beyond the badge.

Specializing in EMDR (Eye Movement Desensitization and Reprocessing) and Exposure Response Prevention, Madison creates a therapeutic environment that is safe, structured, and empowering. Her work centers on helping clients process trauma in ways that restore both emotional balance and a sense of control.

In addition to trauma-focused therapy, Madison also provides career counseling, drawing on her experience to support law enforcement veterans as they explore new paths and possibilities after service. Her approach is warm, energetic, and deeply respectful—built on a foundation of trust and genuine care.

Madison views her work with All Ten-Four as a meaningful way to give back to a community she deeply respects: the men and women who have spent their lives protecting others. Whether clients are seeking healing, clarity, or new direction, she is honored to walk beside them through this important transition.

Staci Amico, LMHCA

Staci Amico is a Licensed Mental Health Counselor Associate (LMHCA) with a focused commitment to helping individuals heal from trauma, PTSD, anxiety, depression, and grief. At All Ten-Four, she offers a grounded, compassionate presence for law enforcement veterans seeking relief from the emotional and psychological toll of their service.

Trained in Eye Movement Desensitization and Reprocessing (EMDR), Staci uses this evidence-based approach to help clients break free from the weight of unresolved trauma. Her work focuses on helping individuals process difficult experiences so they can regain a sense of control, clarity, and stability in their daily lives.

Staci creates a calm, nonjudgmental space where law enforcement professionals can explore their challenges with honesty and support. Her trauma-informed approach recognizes the deep and lasting impact of service-related stress, and she works to guide clients through meaningful healing at a pace that feels safe and sustainable.

With a steady, respectful style, Staci is honored to support those who have spent their careers protecting others—helping them move forward into the next chapter of their lives with strength and purpose.

Robert Donica

Robert Donica brings decades of experience in finance, business strategy, and real estate to his role as a board member of All Ten-Four. A respected figure in the community, Robert’s professional background includes extensive work in asset-based auditing, loss mitigation, cost analysis, and both federal and state taxation. His deep understanding of financial operations and long-term planning provides critical oversight and strategic guidance to support the sustainability and growth of All Ten-Four’s mission.

Robert’s skillset spans financial planning, fund accounting, lease management, and business operations—capabilities that are essential to ensuring the organization remains fiscally responsible and mission-driven. He plays a key role in budgeting, compliance, and long-range planning, helping ensure that every dollar donated is maximized for impact.

As a mentor and leader, Robert offers valuable insight into organizational efficiency and fiscal transparency. His knowledge of cash flow modeling, profit turnarounds, and nonprofit fund management is instrumental in strengthening All Ten-Four’s infrastructure as it expands services for law enforcement veterans across the country.

Robert’s commitment to giving back aligns closely with the values of All Ten-Four. With a steadfast focus on mission integrity and financial stewardship, he helps ensure that those who served in law enforcement receive the support, resources, and respect they deserve.

Katie Wade

Katie Wade brings a powerful blend of frontline criminal justice insight, business acumen, and grassroots leadership to her role on the All Ten-Four Board of Directors. With a degree in criminal justice and hands-on experience across multiple sectors of the justice system, Katie offers a deep understanding of the institutional and personal challenges that law enforcement professionals face—both while serving and after they transition out of the profession.

Katie’s multidisciplinary background gives her a well-rounded perspective on systemic issues within the justice field, including the gaps in support that too often leave former officers without direction, resources, or connection. Her commitment to addressing these gaps is central to her work with All Ten-Four.

Beyond her criminal justice experience, Katie is a successful business leader and respected community organizer. She brings operational insight, strategic thinking, and a collaborative spirit to the organization—helping shape initiatives, build partnerships, and promote sustainable growth. Her work at the intersection of business, justice, and community engagement makes her an invaluable advocate for law enforcement veterans.

Katie is deeply aligned with All Ten-Four’s mission to support those who have dedicated their lives to protecting others. Her leadership reflects a commitment to service, empowerment, and lasting impact for the law enforcement community.
